Foreign performing artists do NOT need work permit if performance is time-limited, no stable employment, project-based.

For TV series regulars, multi-year contracts. 2-4 month processing.

3. Federal Self-Employed — PAUSED

Traditionally accepted cultural performers. Currently paused.

4. Express Entry FSW / PNP

NOC 51120 producers/directors, 51121 writers.

Canada-China Co-Production Treaty

1987 treaty: CanCon status, Telefilm funding, BC PSTC tax credits, streamlined work permits for Chinese cast/crew.

Federal Court Strategy

Federal Court has held individual film roles even multi-month are project-based not stable employment. We provide judicial review for refused performers.
