The Pathway

Popular pathway for international students: study permit → PGWP → Canadian work → Express Entry CEC for PR.

Step 1: Study Permit

  • Letter of Acceptance (LOA) from DLI
  • Provincial Attestation Letter (PAL) since 2024
  • Proof of funds CAD 20,635 first year + tuition
  • Study permit 4-12 weeks processing
  • Cap: 2024-2026 saw 35-50% cap reductions

Step 2: Off-Campus Work

  • 20 hrs/week during studies (changed from 24)
  • Full-time during breaks
  • On-campus unlimited

Step 3: PGWP

  • Open work permit (any employer, any occupation)
  • Length equal to program, max 3 years
  • PGWP-designated DLI programs only
  • Recent reform: bachelor field-of-study requirement
  • Apply within 180 days of completion

Step 4: Canadian Work + Step 5: CEC

  • 12 months full-time skilled work (NOC TEER 0/1/2/3)
  • Express Entry CEC application
  • Canadian education + Canadian work boosts CRS
  • ~6 months from ITA to PR

Total Timeline

  • Study 1-4 years (depending on program)
  • PGWP work 12+ months
  • CEC PR 6 months
  • Total 2-6 years to PR
