BC PNP Entrepreneur Regional and Alberta AAIP Foreign Graduate Entrepreneur start as low as CAD $50,000-$100,000, but both require active business management. For passive investment, only QIIP exists, at CAD $1M loan + $200K contribution.
I am a Chinese HNW investor. Which program is best?
For Mandarin-speaking HNW clients without French, the realistic options are BC, Ontario, Saskatchewan, or Manitoba PNP entrepreneur streams, or an Owner-Operator work permit followed by Express Entry. QIIP is only suitable if you have or can develop French Level 7.
Can I just buy a Canadian business and get PR?
Not automatically. You can use a business purchase to support an Owner-Operator work permit, which can then lead to PR via Express Entry or PNP. The business must be operational and you must actively manage it. The old “Owner-Operator LMIA” standalone exemption has been abolished — we now use regular LMIA + C-11 entrepreneur work permits.
How long does Canadian investor immigration take in 2026?
QIIP: ~71 months to PR per IRCC. BC PNP Entrepreneur: 4-5 years total. Owner-Operator: 4-12 months for work permit, then PR via Express Entry (6-12 months) or PNP (12-30 months).
