3. Quebec QIIP

Most flexible business immigration. CAD 150-500K investment, 12-24 months operation, then Express Entry CEC. Total 30-48 months. No French required.
5. Atlantic Immigration Program
Fastest PR in Canada (~6 months). CLB 5 (or CLB 4 for TEER 4/5 NOC). Settlement funds CAD 3,500-12,000. Designated Atlantic employer required.
6. Refugee Protection (IRPA s.96/97)
Convention refugee + Person in Need of Protection. SOGIE recognized as particular social group. ~60-70% RPD acceptance.
